Larry Bailey, ARM, CSP-Executive Director, Water and Sewer Risk Management Pool, has served public entities in public finance and risk management for over 27 years. He has managed large liability and complex property and crime losses for water and sewer systems, and developed process and system improvement plans for a variety of public utility systems in California, Colorado and Washington.
